If i create a new workflow manager with new DB , can i overwrite the old WFmanagement DB and Sbmanagement DB on the newly created DB?

I am assuming this is SP 2013 workflow. Have you tried developing a simple test workflow in 2013? You should do that first before doing anything else just to validate that everything is installed and setup correctly.
