That doesn't look like a sub site.  It looks like the root of a Site Collection in the Sites managed path.  If it is then about the only way to do what you want is to use a Host Named Site Collection.  HNSC's need to be configured when the site collection is created.  So you'll need to delete the site collection and recreate it to do what you are describing.  Here's an in depth article on the topic.
