I was able to set up a standalone install on a dev box. I have a few site collections running with specific URL's. I can open IE on the VM and navigate to site collections as well as central admin with out issues. When I leave the VM and type the URL for the site from a browser i get the 404 error. However, it completes the URL string as it does on the VM so it seems to see the site. I have limited experience with SharePoint so apologies in advance.

Is this an IIS issue or a Central Admin, Application Issue?

Open the port your central admin and site configured to listen. Ask for help from network team to do so. if this is non-Prod then turn off windows firewall.
