I've applied the licenses and enable the services. However, when I attempt to open the Remote Desktop Services Overview in Server Manager, I receive an error that I must be logged in as a member of the domain.

You don't need to join the VM to Active Directory. However if you want to login as other users then you will need to configure those users under Users and Groups inside the VM.

So you can create something like

UserA

UserB

UserC

Then provide those users with credentials and usernames to login to the server with.

I would personally suggest integrating with Azure Active Directory to make this process easier. But either should work.
