I have a user who is unable to open Excel Files from SharePoint Online in the Excel Client. They can open them in browser using Excel Online. Other users can open the files just fine. There's no error, it just seems to hang and sit there.

I'll have to verify which he's using, but most of our users are on a thin client/view session using Windows 7.

I've had him clear cache/cookies, etc from browser
repair office install (It's C2R) with the simple repair and online repair
Uninstall and reinstall O365

I'm checking to see if he can download the file and open it locally as I'm writing this.

Anything else I can try? Let me know if you need more info.

The only options I get when I right click on the install in Control Panel is "Quick Repair" or "Online Repair". The installed application is "Microsoft Office 365 ProPlus" if it matters.
