There are several migration tools available that will migrate both sites, lists, and libraries between on-premises and online.  I usually use either Sharegate or Metalogix Content Migrator for these kinds of migrations.  But there are other tools from other companies also available.  Metalogix tends to be more expensive, but has more bells and whistles.  I would look at both.
