I have built a nice single server SP2016 farm. Works fine.

Management is concerned about the dev to prod releases. SO they want to have a 'true' dev to prod release capability. How do I add that? Can I just add one production server and then publish from my dev (current server)? If so, what are the steps needed? Would this new prod box need to be a complete sp2016 install?

You need to have a second farm. And what the process looks like depends on the type of development. For example, Full Trust (and possibly Sandbox) solutions would have a different model than simple content changes or perhaps even SharePoint App development.
