We have 2 tier(1app&Web server and 1 DB server) SharePoint 2013 farm setup and it was working awesome. Unfortunately the database server is disconnected from the farm. So SharePoint was down. We knew we can add the DB server with SharePoint configuration wizard. However we do not remember the passphrase of the farm. So, i think we can not add the server without passphrase and also we can not reset the existing passphrase without DB server attached.

What you mean by DB server removed from farm?We donot need to add the DB server in the farm like we have to do with SharePoint servers( web front or application etc). All we have to do is the connect SharePoint to SQL server.

Looks like your SQL server is down, If SQL server is down or crashed then all you need to restore the database  and let the SharePoint connect it.

Of make sure you farm admin account has proper permission on sql server.
