In using the out of the box sample proposal workflow where are the approvers set?  Those projects created under this workflow are awaiting approval and I would like to know where to set this to know where they are currently being directed and to have the ability to redirect them.

The Sample Proposal workflow that ships in Project Server 2010 doesn't allow you to reconfigure the security group it sends the approvals to via the GUI. From memory the approver group is the Portfolio Managers so any resources in that security group will receive the approval.
