 so, i'll try to explain what I am doing. This user to work flawlessly with Sharepoint 2010, but now when I am deploying our new stuff on 2013 it´s not working.

We use a list with forms, to issue timesheets - the user enters relevant data in the form, and when they select to issue the "document", a workflow kicks in which creates an object in a document library. There I have defined a content type called TimeSheet, with all the fields that is relevant. I´ve also attached a template Word document to this content type. 

工作流正常运行，但文档始终只是一个标准的空文档，尽管在工作流中我我们选择了适当的内容类型文件。值得注意的是，如果我手动选择"添加新"，在库中的文档，调用

The workflow runs as normal, but the document is Always just a standard empty document, although in the workflow I´ve seletcted the proper content type document. Worth to note, is if I manually go and select "Add new" document in the library, the correct template is called.

"Create List Item" action hasn't been changed. I'm assuming this the action you've used to copy over from List to Library where that template exist. My suspicion is any binding or "absolute url"  used in some part of your workflow. Anyhow, you might get a better assistance if you post screenshot of workflow logic used.
