My client is on Project Online with project professional 2016. 2 users were able to connect from professional to server when they had Project Online Professional license.

Their Sys admin granted them Project Online Premium instead, and they couldn't connect professional to the server. Once granted back the professional license, they could work normally again. Isn't premium license supposed to include also the professional capabilities?

The premium licence includes a Project C2R client download, which is a different installation and "fork" from Project Professional 2016. Either client can connect to the PWA instance. The fact that the SYS ADM gave the premium licences should not have had any impact because they will have already been granted a licence and rights (two separate things) to connect to the PWA instance, otherwise they wouldn't have been able to connect via Project Pro.
