I have installed the XPe development tools in XP Pro SP3 running in Virtual PC.  The XPe development tools have been updated to SP3.  I have set up a shared folder so I can keep the configuration files and build images on my base drive.

I tried this out myself with success. It could be due to permissions (it's possible you are allowed to read but not write to that share). Here are the steps that work for me:

• Using Virtual PC 6.0.192.0 running XP Professional SP3.
• Network settings configured to use the host's network adapter 

1. Launch command prompt.
2. Type:
   
   Net use z: \\computername\sharename\ /USER:[domainname\]username
   
   

           domainname = name of the domain.
           username = the user that has full rights to the share. 
           For more help with net use, at the command prompt type "net use /?"

3. In Target Designer save the slx to z:\ and close it.
4. Open the slx file, change the configuration, and resaved successfully.

Incidentally, my XP SP3 virtual machine is not domain joined. So I would assume if you do not have a domain you can use the [servername] instead of [domainname]. If the net use command doesn't fix the permissions there are some things you can do to troubleshoot it further or work around it entirely.

Try copying the slx file to the share from your XP SP3 virtual machine. If this fails it is for certain a permissions issue.
If the copy works then you can certainly use this as a workaround and manually copy the slx file from a local path to the network share. (batch file might benefit you here)
It would also be interesting to know if you can save the SLX file with a *new* name to that network share. (It's possible the slx file you opened is in use on that share by another process or user.)

If you do still have problems, let me know the exact version of Target Designer you are using and I'll double check that it works.
