The issue occurs because the USB3 chipset is limited by PCIx bandwidth constraints of the system. The error is because the driver when loaded cannot allocate the required bandwidth. This can be because internally the system is sharing the PCIx bus with other devices(SATA, video camera, keyboard, bluetooth) or the OEM/IHV has connected the chipset to a PCIx bus that doesn't support full USB3 bandwidth of 5.0GB/s.

The first scenario can probably be worked around, but disabling all other devices (except hard drive) and see if that works. The other scenario would require you purchase a PCI Express Gen 2.0 expansion card(that has a Intel/Renesas) chipset and plug that into a motherboard that has all the PCIx slots Gen 2.0 enabled( or at the minimum, the slot you are connecting too).
