What happened to kb2999226?

It seemed to be shown as neccessary update some time ago but isn't any more.

As our product needs this update - we are using VC14 - our customers should install the update.

There is a customer that is sceptical as this update isn't shown as needed any more in Windows Update...

We can reprdouce that here.

As far as I know, the KB2999226 is an update for Universal C Runtime (CRT) in Windows and this update allows Windows desktop applications that depend on the Windows 10 Universal CRT release to run on earlier Windows operating systems.
