has anyone created any type of announcement banner extension or capability to display a message to all users in TFS 2015 or TFS 2017?  Haven't found anything but wasn't sure if someone has figured out a way to do this in some fashion.

The new Dashboard feature, shipped since TFS 2015 Update 1, will allow you to do this through the Markdown Widget.

请按照以下步骤操作：

1. Add a Markdown widget in your dashboard;
2. Configure the added Markdown widget by click the ‘…’ in the top right of the widget;
