I've had VS 2015 Pro installed for a while now & it has worked fine until a few weeks ago. When I tried to update the stale license, nothing happened. Eventually I tried removing my account and then restarting VS. After I reentered my credentials, I was told that "We could not download a license. Please check your network connection or proxy settings." the first time out & then no more messages on any future attempts.

Besides, did you use a domain account to log in your computer and this issue happens? If so, I found a similar issue and Nicolas thought Visual Studio treating domain accounts and local accounts differently when trying to renew licensing information. If you have a domain and windows 8.1 or later, you can have a try with set the following: (back up the registry table before modification)
