WE have sharepoint portal running in office 360 cloud. somehow it grey out NEW (add new item button ) in document library even if users are site collection admin and site owners. site is added as trusted site list. we are using IE 11.

Did this issue happen for all library in the site or just a single library ? If the issue only exists for one single library, please check if the library has unique permission and check the user permission to see the details:
