I am testing Project Server 2007 which uses Sharepoint Services 3.0. I am trying to edit the sharepoint site so that I can apply one default theme site to all sharepoint sites created.

I am using Sharepoint Designer 2007 to do this and when I click on open a site I get the following error "This web site has been configured to disallow editing with Sharepoint Desinger. Contact your web site administrator for more information."

I am the website and server administrator and my login has previleges to everything on that machine. I have looked into every option in Central Administration Page and also on the Sharepoint ShareService Admin page and I cant find anything.

I just want a default theme for all sharepoint sites that get created and I cant edit this with Sharepoint designer 2007 nor with Front Page 2003.
