Over the past week we started receiving reports about users not being able to access certain folders under 'All Files' in SharePoint Designer 2010. They would connect to a site using Designer and then browse through the All Files folder. For certain folders they found that SharePoint Designer would hang for up to a minute and then display one of the following errors

All of these users have full control for the site that they are trying to access. I am also able to replicate this issue as a site collection administrator.

At the same time that we were receiving reports about the above mentioned issue we started receiving reports that users were no longer able to upload or delete files anywhere in the same site collection that the other users were connecting to with Designer. As a site collection admin I found that I could not upload or delete any files in the affected site collection. When I tried to upload or delete a file SharePoint would just hang and then eventually fail. At one point the entire site collection failed to load and users were seeing an http 500 error when they tried to access the site collection.

Through trial and error we seem to have narrowed the issue down to a problem with Designer. If we have all users close Designer then the problem of not being able to upload and delete files goes away. As soon as anyone tries to connect using Designer the issue returns. Examining the ULS and event logs hasn't given us much to go on in terms of troubleshooting. CPU and memory usage on all of the SharePoint servers appear to be fine when the issue is happening.

It is also important to note that the affected site collection resides in its own content database, and there are no other site collections in this content database.
