We are looking to implement SharePoint eDiscovery in SharePoint 2013 and connect it to Exchange 2013 (so that the queries to Exchange will be done in the SharePoint eDiscovery center).

We are looking at licensing and to our understanding, both SharePoint and Exchange needs an Enterprise server licens for it to work. However, what we struggle with is the users accessing. Does every single user need an Enterprise CAL if SharePoint 2013 eDiscovery center is being used to search through everyone's mailbox? Or does only the person/account accessing and doing the search need this license and the rest can do fine with just a normal license??
