What is the difference between a Service Admin and a Co-admin in an Azure Subscription.

I have no idea if this the meaning of the page you saw, but until wehave the link/screenshot, I can say that in general when people speak about "Service Administrator" then it is not related to the subscription but to specific entity (service) which you have in the subscription. For example if the subscription's administrator create new Azure SQL Database, then a "Service Administrator" for this service has only permission over the service"Azure SQL Database"
