I added a list workflow in SharePoint designer, and I add an action "Start Approval Process" in it.

Try to install the 'Desktop Experience' Windows feature - go to Server Manager > Manage > Add Roles And Features > Features > User Interfaces and Infrastructure > Desktop Experience.
