OK, before you answer I do not have any MS Office products installed on the computer.  I uninstalled MS Office 2010 that was NOT a C2R version.  I have run all the Easy Fix's that Microsoft has published to uninstall MS Office products.  I also ran the manual uninstalls I still cannot install.  This error has happened on 6 machines and MS wants me to pay $499 per instance to fix the issue.  Someone please address this issue if you can.  The solution now is to image a new computer.  This error message must have some trigger that is causing it, I wish I know what it was.
