Depending on how your system/drivers load the USB3 host controller driver that could be the issue. If the driver for the host controller is not loaded until you log-in, then that is when the PnP notification for the sensor will get activated. Try another system if you can reproduce the behavior.

Keep in mind the runtime will not load until you are logged in, so running the device as a service will not work.
