WinTV HD PVR creates H.264 video on a hardware level. I need to programmatically create H264 video (i.e. tell the tuner when to start encoding, when to stop and what filename to use). I am wondering if EE4 will work for this (And if the PVR is even supported) or whether I have to access H.264 video in some other way. Given that H.264 video is already available on the hardware, I am wondering if I need to use DirectShow or something to access the video.

I'm not quite certain what you are trying to do in your scenario. Are you wanting Encoder to stream from your tuner? If your pvr is recording to h264 you can re-encode it with encoder for different devices and formats, but I'm not certain that is what you are asking. Please clarify.
