I am trying to encode a source video to the following resolution in IIS Smooth Stream format 

720 x 480 @  9 Mbps / 6 Mbps / 5  Mbps / 3 Mbps / 1 Mbps / 800 kbps / 600 kbps / 400 kbps / 200 kbps / 100 kbps

However with EE4 it says that i cannot encode below 400 kbps. I am using VC1 Advanced and WMA pro as the video and audio codecs. Can anyone pls help me in understanding why it cannot encode to such lower rates?

 I want to know is there any relation between the resolution and the bit rate while doing the encoding in EE4 for IIS SmoothStream. When am trying to encode for the 480x320 resolution @ 30fps, EE4 is nto allowing to encode @ 100kbps. The minimuj i can encode is @ 200kbps and is not going below that. The EE4 gives are error message that the bit rate is too low to encode. Anyone face this kind of a problem?
