Kinect for Windows hardware is camera device which requires software to interact and process the camera data. It has no control over the system and would the work of a developer to provide that functionality. For any application that is Kinect enabled, they will build this on top of the SDK to get the raw data(depth, color/ir, skeleton, audio) from the sensor and process that into something to use.

There are Kinect enabled mouse type applications, but we provide an Interactions Gallery sample that demonstrates a full application that can be used in a KIOSK format. The SDK is geared toward developers and integrators to enable these scenarios.
