The main 2013 workflow on a list I made gets suspended at very specific times for users who do not have full control permissions. Specifically, the workflow suspends on the "Start a 2010 workflow" action. If I use an App Step for other actions, that solution works great. The App Step is configured to run on full control permissions, but since it does not support the "start a 2010 wf" action, I cannot use it. I made sure the associated history and task lists give everyone contribute-level permissions. The actual list gives the users contribute no delete permissions. The workflow works just fine up until it hits that condition (and it does not affect me as a user with full control rights).
