Can an SharePoint Admin create a naming restriction for personnel uploading files to Office 365 SharePoint Online?

I am looking to make a set naming format for everyone to follow, if the document being uploaded is not within the naming format required it is sent back to the user to rename.  The only part of the document name requiring formatting is the first 2 sections, the remaining parts of the document name can be flexible.  Example: 100-Job Number-Invoice 12345; 560-Job Number-Joes Quote for paint

There is no OOB solution to restrict file name when upload the documents to SharePoint library.

You can use coding to write an event receiver and triggers on item adding that would handle this task.
