I have studied this requirement before but cannot find a way to achieve this.

As a workaround, you may need to give up the nested folder and create two folder independent under the root of your library. 

您还可以为Folder-ABC设置唯一权限以仅允许第一个用户访问，并为Folder-BC设置唯一权限仅允许第二个用户访问.然后将Folder-BC的URL添加到任何页面，以允许具有权限的用户访问 点击链接访问Folder-BC.

You can also set unique permission for Folder-ABC to only allow the first user to access, and set unique permission for Folder-BC to only allow the second user to access. Then add the URL of Folder-BC to any page to allow user who has right permission to click the link to access the Folder-BC.
