In SharePoint Online, there is a "Access Requests" list which manages users' access request to the site.

It is by designer that when the access request is for a page, the permission drop down list on the approval form only contains the individual permissions and no SharePoint groups.

Because when we add a user to any of the SharePoint groups, the user will have permissions on all the site instead of just a page. when we provide individual user access to that particular page, the user will just have permission on that particular page. 

eg: If usera request access while accessing a particular page, after administrator approve the request and assign individual user access to that particular page, the page now stop inheriting permissions, usera has permission on the page but usera has no permission on the site. 

If usera request access while accessing a particular page, after administrator approve the request and add usera to any of the SharePoint groups, the page now stop inheriting permissions, but usera now has permission on the site instead of just a particular page.
