We ran an audit report on content viewing on one of our SharePoint sites and notice there are around 100 events in the "User" column of that report as "Deleted user or group with ID 123". What does this event mean and how can I get the user name of the based on the ID '123' mentioned in the report?

Do as Moreno suggested,  run the REST api query to find the LoginName of the user:

http://siteUrl/_api/web/getuserbyid(123)

Besides, you can check the UserInfo table of the site collection. 

Find the corresponding database->dbo.UserInfo table->find tp_SiteID nad tp_ID, you can check the tp_Login:
