SharePoint 2013 Database server is using 97% memory of physical memory(32 GB). I already reduces the SQL Server Memory usage to 28GB STILL USING 98% of memory.

Have you deployed any customizations such as a timer job to run an amount of SQL queries and requests?

Reduce the number of SQL queries and compare the results.
