What do you mean about syncing both calendar items?

Do you want that if the changes of calendar in on premise environment will update in Azure SharePoint VM automatically and the changes of calendar in Azure SharePoint VM will update in on premise environment automataiclly?

If yes, there is no OOB way to achieve your requirement. You need to create a custom solution.

Creating a custom timer job is a good option. A Timer Job is a periodically executed task inside SharePoint Server. It can do various tasks within the SharePoint environment on a scheduled time event basis. You can update calendar items in both environment hourly via timer job.
