We have an existing SharePoint production Farm setup with all application running and there is no viable development environment. I want to create same replica from Production environment to development environment.

Can anybody help on this how i can create SharePoint Development Environment similar to existing SharePoint Production Environment?

I didn't test it (as far as I know, Microsoft does not support such a procedure) and I always prefer to manually create each separate environment (dev, test and production): I suggest you to manually create the development environment, provision all the service applications you need and then restore all the content/service databases to the newly created environment.
