I am unable to update the notes column while under the PWA.  Seems as if I have to update it only through project professional but I'd like to do this on the Web.  Any suggestions anyone and thanks in advanced.

The short answer to your question is "No" :(

But if you really want the notes thing to be used for your project and you want to use it from PWA, what you can do is:

Add a new enterprise custom field called Project Notes or something you like and include that field in any of the existing Project View or create a new view and include this new field in that view.

This way you can have that filed visible in PWA and you can update the notes from there.
