Yes, at this point an Add-in App Part or the new SharePoint Framework are the only ways to create client side web parts in Office 365.  There is a built-in Script Editor Web Part that you can use to embed Javascript onto a page.  But that doesn't create a separate web part it just lets you manipulate an existing generic web part.
